Supports Waiver

New Mexico will join more than 20 other states that operate a Supports Waiver. The Developmental Disabilities Supports Division at NMDOH and the Medicaid Assistance Division at HSD are working together to develop a Medicaid home and community-based services (HCBS) Supports Waiver.

The Supports Waiver is scheduled to start July 1, 2020 and is currently pending federal approval from the Centers for Medicare and Medicaid Services (CMS).

Guiding Principles

All participants:

  • 1. Have value and potential.
  • 2. Will be viewed in terms of their abilities.
  • 3. Have the right to participate and be fully included in their communities.
  • 4. Have the right to live, work, learn, and receive services and supports to meet their individual needs, in the most integrated settings possible in their community.

Available Services

The available Supports Waiver services to mix and match based on need within the annual $10,000 budget per participant:

  • Assistive Technology
  • Behavior Support Consultation
  • Customized Community Supports-Group
  • Customized Community Supports-Individual
  • Employment Supports
  • Environmental Modifications
  • Personal Care
  • Non-Medical Transportation
  • Respite
  • Vehicle Modifications

Service Delivery Models

A Supports Waiver participant will have the choice to access Support Waiver services through Agency Based Services or a Participant Directed Services. Each Support Waiver participant will select a Community Service Coordinator (CSC) who will assist them in selecting their services. The CSC is not paid out of the $10,000 annual budget. When selecting Agency Based Services the CSC helps the participant choose the agencies that will provide the services. When selecting the participant directed track, the participant or Employer of Record will be responsible for hiring and directing employees and vendors and completing administrative duties.

Supports Waiver Service Standards

Supports Waiver Service Standards include useful program information as well as a description of approved services and provider qualifications and requirements. The Draft Supports Waiver Standards are dependent on federal approval of the waiver from federal approval from the Centers for Medicare and Medicaid Services (CMS).
